First, Our deepest gratitude for your great importance of Human Rights all over the globe and protecting the refugees with all necessary needs however possible including durable solution for people in need. And again, we render thank because of you are the most praise-worthy  persons to be the provider of ours, whom we very much hope would survive us rapidly from these inhuman situations of different repressions by the authorities of our asylum country in-cooperating with the regime of our original country. 

Her Excellences, 

 

Subject= Ethiopian (Oromo) refugees Kharaz Refugee Camp, Yemen. UNHCR is coercing us for repatriation to Ethiopia where every single of us could surely meet with execution.

 

UN Refugee Agency in Yemen has endeavored to put us on the way to deportation, using all of its systematical violations against us in order to gain success in its cooperation with the Ethiopian regime, by deceiving the Human Rights, UNHCR was looting hard for a possible way, which is avoidable cause of Human Rights allegations to return us back to Ethiopia, by its systematical force.

 

So that, UNHCR has used to delude us into a false registration which it has fabricated and said that the authority has allowed us. Real registration has been issued for only the Somalis carefully and the authority is very assertive and has announced this officially, by all medias and verbally excluding the Ethiopian refuges. But, UNHCR behaves in secret way and illegally to cover us with false, instead of giving us memorandum documents according to our refugee status.

 

Our status is different from the Somalis according to the refugee law, of being political reason, for which we were seeking political asylum. If we make this artificial change to which the UNHCR is miss-leading us, this means paving our way for deportation that any human right allegation against UNHCR will not be considerable.

 

On 27/04/2010, the office of UNHCR in Aden disseminated official papers of intimidation, before shelters, that all assistances ( food, water, shelter, health, etc) will not be given us, that we will be arrested and deported if we don't allow this artificial registration. And now, all assistance (food, non-food items) have been stopped and we have been blocked also from access to UNHCR office at all and we are waiting a practical tangible elimination.

 

Does the office of UNHCR in Yemen take orders from the honorable of the High Commissioner for Refugees or from the dictatorial regime of the Ethiopian? Because UNHCR'S performance is not as humanitarian representative, but, as mercenaries well.

Does any humanitarian organization try to eradicate more than 350 Children and 156 families with hunger in order to obtain its own sake? No any, even criminals.

 

Although Yemeni attitude toward us is clear politically and socially, we have asked for a reliable or memorandum documentation, but the authority is very assertive and clear to say that this will never be allowed for the Ethiopian refugees in Yemen .

 

It is clearly seen that UNHCR representatives in Yemen are cooperating with the Ethiopian deceptive policies in order to return us back under influence of the silent murderer.

The acts of discriminations, violations and cruelly treatments against us in particular, by the UNHCR representatives in Yemen will automatically destroy any promotion of the human rights all around the globe.

 

Why are this ethnic refugees only blocked so cruelly from the solution, which is the only feasibly? For more than 14 years in Yemen we were being flogged with different whips of the Human Right abuse, with out any solution. Only six families from us were recently interviewed and accepted by the us immigration and given already the cultural orientation course by IOM in Sana'a on 29 May 2010.

UNHCR in Kharaz informed these families to bring back UNHCR mandate real like ID, ration card, etc, and to be ready for travel on / /2010. the families went the office on this date but UNHCR has endeavored to cheat them and said "they should be registered by the authority and  without it they will miss their chance for resettlement"

The UNHCR told  them what is the relation of this false registration to the resettlement?

 

Note= we are informing your honor that UNHCR in Yemen is waging a war against us, representing the Ethiopian regimes due to race and it is artful to play any deceptive role to delay these families. What a such diabolic and nasty  attitude against human right!!!

 

The UN refugee agency in Yemen has also delude the international community …

UNHCR has used every endeavor to persuade the world, about our situation, with fabricated and scandalous protection although local human rights organizations describe the situation of the Ethiopian refugees in Yemen being as a one in between a hammer & anvil.

 

Yemen is where Ethiopian refugees have been hunted as criminals and tortured with or with out UNHCR mandate by the Ethiopian embassy officials in orison to coerce them to reveal their political opinion and deport them with accusation to Ethiopia . Ethiopian refugee is pursued and assassinated, or secretly deported with UNHCR mandate.

 

Ethiopian refugee have been  bought and sold as well as a merchandise openly in Yemen . They are used for enslavement, sexual exploitation and trading of their body  parts by Yemeni smugglers.

 

In Lahaji governorate armed group of smugglers have used to hunt the Ethiopian new arrivals including asylum seekers and held them hostages in a camp located close to the Lahaji city. The smugglers brutalize the hostages by beat forcing them to contact their families for ransom which is at least 30,000YR. Tens have been died on the way to and at the hostages' camp and tens have been lost without escape by themselves .These are the hostages those who do not get the money to pay for ransom.

We have realized this information accurately by some of hostages released by money.

 

This operation often goes continually and we see the smugglers every day passing through Kharaz with hostages. Sometime the smugglers take break in the middle of   Kharaz to buy water, etc while hostages controlled on the car.

 The police and every one watch them as a legal operation

 

On 18-06 -2010- at 11:pm smugglers car passed us in the camp with full of hostages .it was said they beat one of the hostages seriously and threw him at existing edge of the camp. Next day morning we found the person dead at the place then was taken to the mortuary of Lahaji hospital. He has small wounds on his neck and swelling on his shoulder. On 22/06/ 2010 almost 40 Ethiopian new arrivals were taken by the smugglers from the landing spot as usual. On their way between kharaz and the  landing spot, sea force tried to stop them for their sharing but the smugglers refused. The sea force so that opened fire and the smugglers opened too Three Ethiopians among them one woman were shot. One was dead and two were injured.  Inaccurate information says that four were dead and two were injured.

 

Now all the new arrivals have been held at the military camp in Las'ara

these perpetrations are clearly seen and watched by UNHCR and partners.

Is such situation different from that we suffered in Ethiopia ? How could this danger be described being as safe and appreciate for us, by the UNHCR which is in charge of protection of the refugees?

To the global Community, Human Rights Watch, Amnesty International, we are seriously complaining to bring to you attention that the above mentioned problems of persecutions, discriminations, intimidation just due to race that now have reached the worst stage of exterminating these children with starving policy. This will force us on demonstrating before the UNHCR office. And this will cause many of the refugees to be shot dead.

So UNHCR in Yemen is in charge of responsibility of the staving these children and whatever will happen to these refugees, before the International Humanitarian Law.

Loud screaming that the world does not hear about, and now is situated by death

Very cruel discrimination, intimidations by UNHCR local offices.

- We are the hostages being tortured, brutalized, hunted, extorted, raped, shot injured and died by Yemeni securities for many years, and are being smuggled, used to sexual exploitation and enslavement officially by Yemeni peoples, the action that UNHCR and partners watch just like a legal operation.

 

His honor it is as clear as the day light for you the agonizing persecutions we suffer which don’t have an equivalent word to describe. And we where honestly writing these problems to your generosity seeking your tangible  solution, because you are the only one who have power to get us rid of this atrocious situations.

 

This persecution is due to our ethnicity which includes political reasons because, all the Ethiopian refugees live with hostages status in the refugee Camp of Kharaz are from Oromo ethnic people, which is the most oppressed and targeted people in Ethiopia by the heritage tyrannically regimes. And we are being pursued by the regime's policy through the Yemeni relationship with the regime.

We are being treated badly just as if we are under influence of the regime in Yemen for more than 14 years.

Since beginning Yemeni attitude towards us is like this and will never be changed. We were insisting Yemen to grant us asylum but official declaration of denial was being given us clearly from time to time. The practical persecution against us is the good proof. And the former High Commissioner insisted Yemen for us more than two times as he confirmed and asserted that the response was absolute denial.

 

Our screaming to your honorable office for so long time and yet, has no any response for us.

 

II) What the estrange is that UNHCR in Yemen has engaged how more than usual in persecuting and discriminating against us unprecedented by instructions of Laila Jene Nassif , the head of sub-office in Aden.

 

If the core mandate of the UNHCR is to protect refugees with threatening situation, we are the only refugees persecuted and threatened constantly by the regime as if we are in Ethiopia . If UNHCR service is free and based on equality with out respect to nationality or ethnical diversity, what is the reason that deprives the most vulnerable people of the protection they deserve, although the people enjoys a good status with safe have been constantly given resettlement in third countries just for better life?

 

Instead of giving us the solution, UNCHR in Yemen is now intimidating us to forcibly change our nationality into the Somali in order to get us vanished. They have disseminated official papers that we will be extradited to Ethiopia if we do not allow to change our nationality.

 

We have been prevented from UNHCR office and are not allowed to meet with UNCHR staffs and UNHCR offices and the partners in Yemen use to discriminate and persecute us highly because we claim our problems as refugees.

Does a refugee deserve persecution, discrimination and intimidation by UNHCR because of application for protection? Does UNHCR prohibit refugees from food or does intimidate refugees because of humanitarian claims?

 

Moreover, UNHCR specially sub-office, and kharaz office have used to agitate the local authorities in order to change our nationality to the Somali by force UNHCR has a good knowledge about prolonged hostility between us and the Somali which now has been stepped up after the last Ethiopian invasion on Somalia so that, Somalis have been killing and drowning our peoples in the sea during the trip by bout. And we face difficulties in living with them in the Camp because the Somalis attack us by insulting, defaming, degrading, and pressures in social services, but we live humbly and without any verbal or practical reaction. Does the rate possibly live close to the cat area?

 

We were patient all these persecutions with the status of hostages the last 14 years with no any respect, protection or a solution.

 

We are complaining these to your honorable personality and your office in order to save us from the danger of these threatening situation.

 

As you are in the position, we are begging your honor and beseeching humbly to your generosity hoping, you would please get us free from the status of the hostages this.

 

 

We are grateful for your humanitarian assistances to save us.
